Abstract

The digital era has reshaped patterns of social interaction, knowledge dissemination, and value formation, generating critical challenges for Muslims seeking to preserve Islamic values and ethics within an open and algorithmically mediated digital sphere. This study analyses four interrelated domains of concern: misinformation, data-privacy risks, cyber-security threats, and the cultural shaping of Islamic identity by digital media, while also identifying strategic opportunities to strengthen daʿwah, cultivate Shariah-based digital literacy, and build ethical, resilient online communities. Methodologically, the study adopts a qualitative, normative-analytical design that integrates conceptual analysis with a targeted literature review. Primary normative sources comprise the Qur’an and Hadith interpreted through a Maqasid al-Shariah lens, supported by secondary literature from peer-reviewed research, policy documents, and reports on digital ethics, daʿwah, and Islamic civilisation. The findings advance a Maqasid-grounded framework of “Islamic Digital Civilisation” as a holistic approach for integrating Islamic values into the digital ecosystem and guiding institutional and policy responses. The article proposes practical, integrated strategies for Islamic institutions, policymakers, and educators to align digital transformation with the ethical aspirations of Islamic civilisation, thereby providing an analytically coherent and policy-relevant foundation for further empirical and applied research.
